SB 319/LM (BR 2293) - V. Moore, G. Freeman

     AN ACT relating to the use of Master Settlement Agreement funds.
     Create new sections of KRS Chapter 248 to allocate Master Settlement Agreement funds coming to the tobacco settlement agreement fund to a health insurance pool fund, a rural road fund, a forestry improvement fund, and a tobacco farmers fund; create the individual funds to receive allocations; create a new section of KRS Chapter 304 to require the moneys in the health insurance pool fund to be used by the Kentucky Department of Insurance to undertake a program to ensure that health coverage is made available to each individual Kentucky resident applying and qualifying for coverage; create a new section of KRS Chapter 174 to require the Kentucky Transportation Cabinet to use the rural road fund to pave unpaved or chip-and-seal rural roads; create a new section of KRS Chapter 149 to require the Kentucky Division of Forestry to use the forestry improvement fund to fund forestry improvement practices on farms that have tobacco quotas and at least fifty acres of woodland; create a new section of KRS Chapter 248 to require the Finance and Administration Cabinet to distribute moneys in the tobacco farmers fund to tobacco growers and quota holders according the formula developed by the Kentucky Tobacco Settlement Trust Corporation to distribute Phase II funds.
