AN ACT relating to emergency management.
     Create new sections of KRS Chapter 39A to tax motor vehicle insurance, homeowner's insurance, tenant homeowners, condominium owner's and commercial and business owner's insurance policies to fund state and local emergency management programs; create the Kentucky emergency management and preparedness trust fund in the treasury as a trust and agency fund that does not lapse; administration of the fund with the Division of Emergency Management.
