     AN ACT relating to state government.
     Create new sections of KRS Chapter 45A to define terms including minority, minority owned business enterprise, women's business enterprise, require that notices of solicitations and offers be advertised so as to provide the largest possible pool of prospective vendors, make good faith efforts, to assure that minorities and women receive copies of notices and an opportunity to bid on state contracts, require partnership with Governmental Services Center to assist minorities, women, and first time vendors in applying for state contracts, create a certification program for certain women and minority owned businesses, require agencies of state government to provide reports concerning awards of contracts to minority and women owned businesses, provide penalties for filing false or misleading reports to be brought by the Finance and Administration Cabinet or the Attorney General if requested, require the Attorney General to conduct an annual study on reports submitted, authorize the Office of EEO and Contract Compliance to promulgate administrative regulations, apply provisions to contractors building state roads, and public utilities regulated by the Public Service Commission, amend KRS 45A.045 to add definitions and set requirements for reporting, authorize the Finance and Administration Cabinet to study the feasibility of public-private partnerships to assist with bonding requirements, authorize the implementation of state disparity study, and provide that the Finance and Administration Cabinet may reallocate staff to provide for the increased reporting provided for in the Act.
