AN ACT relating to state government.
     Create a new section of KRS Chapter 45 to require the Finance and Administration Cabinet to determine percentages of minorities and women in the civilian labor force by standard industrial code; create a new section of KRS Chapter 45 to require companies applying for economic development incentives under Subchapter 22, 24, 26, or 28 of KRS Chapter 154 to apply for certification regarding minority and women employment from the Finance and Administration Cabinet; create a new section of Subchapter 20 of KRS Chapter 154 to require businesses to show certification when applying for incentives and to affix the certification to tax forms; create a new section of Subchapter 45 of KRS Chapter 154 to require businesses to show certification when applying for incentives and to affix the certification to tax forms; amend the definition of "qualified business" in KRS 154.45-010 to require certification by the Finance and Administration Cabinet.
