AN ACT relating to high school athletics.
Create new sections of KRS Chapter 156 to authorize the Kentucky High School Athletic Association to manage interscholastic athletics in the common schools; define the membership requirements for schools; establish the officers of the association as the commissioner who shall serve as the executive officer 16 members of the board of control; define the requirements and terms of office for the members of the board of control; establish the duties of the commissioner and the board of control; require the association to assure that if a secondary school provides a sport that is similar to a sport for which National Collegiate Athletic Association members offer an athletic scholarship, the school shall sponsor the athletic activity or sport for which a scholarship is offered; provide that the association shall not prohibit pupils in grades 7 and 8 from participating in any high school sports except for high school varsity wrestling, soccer, and football; require that any student who turns 19 years of age prior to August 1 shall not be eligible for high school athletics; require the association to establish the procedures for monitoring the compliance of schools providing interscholastic athletics with the requirements of Title IX of the Education Amendments of 1972; permit the Kentucky Board of Education to discipline, put on probation or suspend the athletic programs of any school determined to be in substantial violation of the requirements of Title IX; amend KRS 156.070 to remove the responsibility for managing interscholastic athletics in the public schools; amend KRS 161.185 to conform.
