SB 51/HM (BR 1167) - B. Bailey, W. Blevins, V. Moore

     AN ACT relating to osteopathy.
     Create a new section of KRS Chapter 12 to require that any reference to a medical doctor or MD be deemed to include a doctor of osteopathy or DO; require that a reference to the American Board of Medical Specialties or Kentucky Medical Association be deemed to include the American Osteopathic Association or Kentucky Osteopathic Medical Association; require administrative regulations and executive orders be amended to reflect change; permit an action to enjoin conduct to be brought in Circuit Court of county of violation or in Franklin Circuit Court; create a new section of KRS Chapter 216B to prohibit a health facility from discriminating against an osteopathic physician; create a new section of Subtitle 17A of KRS Chapter 304 to prohibit a health benefit plan from discriminating against an osteopathic physician; amend KRS 446.010 to define "physician"; create a new section of KRS Chapter 446 to provide that reference in statutes to a medical doctor or MD be deemed to include a doctor of osteopathy or DO, or that a reference to the Kentucky Medical Association be deemed to include the Kentucky Osteopathic Medical Association.

SB 51 - AMENDMENTS


     SCS/HM - Create new sections of KRS Chapters 12, 13A, 216B, 17A, and 446 to provide that any reference in an executive order, administrative regulation, or statute to "medical doctor," "M.D.," or "physician" shall be deemed to include a doctor of osteopathy or D.O., unless specifically excluded, and to prohibit discrimination by health facilities or health benefit plans against a doctor of osteopathy when the facilities or plans otherwise have policies for services of physicians.
     HCS/HM - Retain original provisions and add new section to amend KRS 311.530 to increase membership of the Board of Medical Licensure from 13 to 15 members to include the dean of the Pikeville College School of Osteopathic Medicine and one additional citizen as members.
