SB 77/FN (BR 314) - V. McGaha, D. Kelly
AN ACT relating to the professional preparation of school personnel.
Create the Middle School Mathematics Professional Development Fund, administered by the Department of Education, to provide moneys to teachers of middle school mathematics for tuition reimbursements and stipends for approved university and college courses, approved professional development activities, and preparation for certification by the National Board of Professional Teaching Standards; create the Center for Middle School Mathematics Achievement, based at a public university, to improve the content knowledge and instructional practice of middle school mathematics teachers through the coordination of professional development programs, the provision of technical assistance to schools and teachers, and the collection and dissemination of information and research.
SB 77 - AMENDMENTS
SCS/FN - Retain the original provisions, except delete the provision for stipends and tuition reimbursement for middle school mathematics teachers preparing for certification by the National Board of Professional Teaching Standards.
HCS (1/FN) - Retain the original provisions except amend the definition of "middle school" to mean grades five through eight regardless of school or district configuration.
HCS (2) - Retain original provisions, except rename the Center for Middle School Mathematics to a Center for Middle School Academic Achievement, broaden the concept of the Middle School Mathematics Professional Development Fund to a Teachers' Professional Growth Fund; require that the growth fund be focused on middle school teachers for the next four years and the next two years on mathematics; provide that the Center for Middle School Academic Achievement provide assistance to middle school teachers in the core disciplines of mathematics, language arts, science, and social studies; create a P-16 commission; emphasize evaluation and professional growth of teachers; require a statewide recruitment plan into teaching; require identification of out-of-field teaching and subsequent action by local boards of education; add conforming section on ranking of teachers; establish criteria on use of the postsecondary education trust funds designated for teacher preparation; authorize tuition free classes for supervising teachers; amend KRS 156.095 to require the establishment of an electronic bulletin board by the Kentucky Department of Education about professional development opportunities, add clarifying language relating to professional development, and require the establishment of teacher academies in subject areas; amend KRS 156.101 to make conforming changes and require that the Department of Education provide available training in human resource management; amend KRS 157.390 to permit additional compensation for critical shortages areas and the establishment of pilot professional compensation plans; amend KRS 160.345 to require changing the length of time to complete training for members and require training of council members when a principal vacancy occurs; amend KRS 158.070 to require that professional development flexible days relate to a teacher's or administrator's individual growth plan, content area or assignment, or school improvement plan; and amend KRS 160.028 to further delineate the duties of the board; make technical changes.
HCA (1/Title, H. Moberly) - Make title amendment.
HFA (1, M. Marzian) - Retain original provisions, except require training in teaching methods that support the mathematics learning needs of all female and male students.
HFA (2, H. Moberly) - Retain original provisions, except permit the Education Professional Standards Board to approve a university's request for an alternative preparation program for teachers or administrators that combines college postbaccalaureate coursework and internship requirements; make technical changes.
CCR - Conference committee cannot agree on SB 77/HCS 2, committee amendment (1-title), and floor amendment (2) and requests Free Conference Committee be appointed.
FCCR (Majority Report) - Retain original provisions, except delete the references to P-16 Commission; delete the requirement for the Department of Education to establish and provide grants to pilot programs relating to recruitment of persons into teaching; remove the language that would require a financial penalty to districts beginning with the 2002-2003 school year for districts that placed teachers in out-of-field teaching assignments; remove the language that would permit additional salary compensation above the single salary schedule for teachers in critical shortage areas; add language that would permit a classroom teacher or administrator to be provided additional compensation for serving as a classroom mentor, teaching partner, or professional development leader in core discipline areas including reading, or in other subject matter areas as appropriate in a state approved program or state approved activities; require the Department of Education to administer funds appropriated for additional compensation and the Kentucky Board of Education to promulgate administrative regulations governing the option; provide that the Education Professional Standards Board grant approval if appropriate of a university's request for alternative postbaccalaureate programs for administrators or teachers that combine coursework concurrent with employment and internships; delete language that would require the Education Professional Standards Board to require corrective action plans of university teacher preparation programs relating to diversity; and change the language that would require the Education Professional Standards Board to "determine" the essential data items relating to teacher preparation and education personnel to "recommend" essential data items to the Kentucky Board of Education and report the recommendations to the Interim Joint Committee on Education; make technical corrections.
