Authorize and direct the Department of Juvenile Justice, Juvenile Justice Advisory Committee, Subcommittee on Equity and Justice for All Youth, and the Administrative Office of the Courts to study disproportionate minority youth confinement in the Commonwealth and submit a research report to the Legislative Research Commission no later than September 30, 2001.
