AN ACT relating to youthful offenders.
     Amend KRS 640.040 to prohibit capital punishment for juveniles under 18 years of age at the time of the offense; permit capital offense sentence of life imprisonment without benefit of parole for 25 years for a juvenile 16 years of age or older at the time of the offense.
