AN ACT relating to foster parents.
Create a new section of KRS Chapter 18A to permit persons approved as foster parents for 6 months to purchase health insurance coverage provided to state employees, except prohibit state contribution to cost of coverage; require administrative regulations to include a system of enrollment and cancellation, and require that persons who elect coverage shall pay total costs of premiums as required by administrative regulations.
HB 145 - AMENDMENTS
HCS - Delete original language; amend KRS 18A. 225 to add foster parents approved by the Cabinet for Families and Children to the definition of state employee for health insurance purposes only, prohibit state-funded contribution or deduction from state payments for policy premium; permit termination of coverage upon closure of foster home; clarify that health plans shall not cover children in foster care or otherwise in conflict with KRS 605.110.
HCA (1/Title, T. Burch) - Make title amendment.
HFA (1, J. Reinhardt) - Retain orginial provision and add that provisions concerning termination of policy upon closure of a foster home shall permit a person who has served as a foster parent for at least 2 years to continue coverage through the current policy period when the home has been closed solely due to health care reasons of the foster parent; and add that provisions shall also not conflict with KRS 200.115.
HFA (2, S. Nunn) - Delete original text and replace with a requirement that the Department of Personnel, Department of Insurance, and Cabinet for Families and Children prepare recommendations on how the state health insurance plan may be purchased by foster parents for the 2002 policy year; require a report to the Governor and Legislative Research Commission on the findings by July 15, 2001.
SCS - Retain original provisions and specify recommendations on the viability of foster parents purchasing health insurance through the public employee health insurance group; delete requirement that recommendations include procedures for enrollment of foster parents; create a new section to permit recommendations to include options other than the public employee health insurance group.
