AN ACT relating to youth wilderness programs.
Create new sections of KRS Chapter 199 to define youth wilderness programs and staff for youth wilderness programs; require a youth wilderness program to obtain a license; authorize the Cabinet for Families and Children to promulgate administrative regulations relating to license fees, standards of service, and denial of license; require statements of deficiency to be issued for violations; require the right to appeal adverse action to license; require public access to cabinet information on inspections and plans of correction for youth wilderness programs; prohibit use of corporal physical discipline; require the cabinet to promulgate administrative regulations that contain age, education, experience, and training requirements for personnel, staff-to-youth ratios and group size limits, health requirements, youth admission requirements, standards and requirements for program content and operation, requirements for a 24-hour base camp, and an evaluation process; require staff criminal record checks; prohibit program employment of persons convicted of sex or violent crimes; include staff training and field course training topics.
