AN ACT relating to income taxes and declaring an emergency.
Amend KRS 141.010 to exclude from income tax any amount received from funds of the Community Credit Corporation for Tobacco Loss Assistance Program (TLAP) payments as a result of a reduction in the quantity of federal tobacco quota allotted; apply retroactively to taxable years beginning after December 31, 1999; EMERGENCY.
