AN ACT relating to the protection of newborns and declaring an emergency.
     Create a new section of KRS Chapter 405 to allow a parent of a newborn child to anonymously leave that newborn with certain designated persons without civil or criminal liability as an alternative to abandonment; EMERGENCY.
