HJR 107 (BR 1294) - J. Barrows, K. Bratcher, B. Colter, M. Rader, J. Wayne

     Establish the Statewide Smart Growth Task Force consisting of four Senators appointed by the President of the Senate, four Representatives appointed by the Speaker of the House, and seventeen members appointed by the Governor to represent various interests; direct the Governor to appoint the chairperson of the task force; direct the Governor's Office to administer the task force; specify the matters relating to growth management, land use, and land use planning to be studied by the task force; require the task force to make recommendations to the Governor and Legislative Research Commission by November 1, 2001; provide expense reimbursement for all members and standard meeting per diem for members of the General Assembly on the task force.

HJR 107 - AMENDMENTS


     HCS - Amend to require the Governor's appointees to be representative of various listed interests; delete references to representatives from specific organizations.
     HFA (1, J. Barrows) - Add a new "WHEREAS" clause pertaining to the importance of affordable housing for all citizens of the Commonwealth; increase the membership from twenty-five members to thirty; require the Governor, or his designee, to serve as the chair of the task force; increase the Governor's appointments to the task force from seventeen to twenty-one members; add the Kentucky Realtors Association, Kentucky Farm Bureau, and the Kentucky Manufactured Housing Institute among the entities from which the Governor may appoint members.
     SCS - Designate as co-chairs of the task force one of the four Senate members designated by the President and one of the four House members designated by the Speaker of the House; add the equine industry to the interests represented; ask the Area Development Districts, the Kentucky Retail Federation, the Thoroughbred Owners' and Breeders' Association, Take Back Kentucky, and the Kentucky League of Property Owners to the entities represented; require the Governor to appoint members from the entities listed.
     SFA (1, E. Harris) - Amend to add property rights groups and the Kentucky Retail Federation to the membership.
     SFA (2, E. Tori) - Amend to add area development districts to the entities represented on the Task Force.
