AN ACT relating to law enforcement.
Amend KRS 15.386 to increase in-service training hours to eighty and eliminate the requirement that an officer be separated from employment in order to revoke certification; amend KRS 15.390 to specify appellate procedures in a certification revocation situation; amend KRS 15.392 to clarify the standards for certification revocation when an officer is separated from employment; amend KRS 15.398 to specify that KRS 95.955 is superseded by the statutes on peace officer certification; amend KRS 15.400 to address officers who retire and then seek reemployment and amend application of the open records law to applicant information; amend KRS 15.404 to clarify extension requirements and to address officers who fail to complete required training; amend various sections in KRS Chapter 15 to conform.
SB 167 - AMENDMENTS
SFA (1, E. Worley) - Extend certification retention time frame for re-employed retired peace officers from six months to twelve months and clarify that the naming of an employing agency in an appeal of a revocation action is for certification purposes only.
HCS/FN/LM - Delete the amendment to KRS 15.386 and insert in lieu thereof another amendment which permits a person on inactive status to have certification status restored if that person has been on inactive status for less than 3 years and has received 40 hours of in-service training; permit a person on inactive status to have certification status restored if that person has been on inactive status for 3 years or more and has received 80 hours of in-service training.
HFA (1/P, C. Walton) - Amend KRS 15.380 and 61.900 to define school security officers as school law enforcement officers; amend KRS 61.920 to provide that school law enforcement officers employed by local boards of education may have the powers and duties of a peace officer in school-related matters anywhere in the area the school district serves.
