Direct the Interim Joint Committee on Education to study the feasibility of expanding the preschool program to include all three year old children and provide instruction in a foreign language and civics for preschool to third grade students; and to evaluate the scholarship program for child care employees established in KRS 164.518 and make appropriate recommendations.
