HB 14/LM/CI (BR 157) - J. Draud, S. Baugh, M. Cherry, K. Hall, R. Mobley, R. Nelson, S. Riggs

     AN ACT relating to providing the public with information about sex offenders.
     Create a new section of KRS Chapter 70 to require sheriffs to notify the public of sex offenders living within the county who are required to perform lifetime notification, permit notification on other sex offenders.

HB 14 - AMENDMENTS


     HCS - Retain the provisions of the bill, except: permit a sheriff to provide notice through a toll-free telephone call-in line, posters, advertisement in a local newspaper, or public service announcements on radio or television; require a sex offender to pay $50 to a sheriff to help defray the cost of notification; require that notice of the sex offender be made to each school and each youth-serving organization in the county; require the Department of Corrections to notify the Kentucky Sheriff's Association of the release of each registered sex offender 30 days prior to the release date of the sex offender; require the Kentucky Sheriff's Association to immediately notify the sheriff in the county where the offender will reside.

     HFA (1, J. Draud) - Amend to restore language from introduced version allowing, but not requiring, sheriffs to notify in cases of 10 year registrants.

     HFA (2, J. Draud) - Increase time sex offender has to pay fee to sheriff from 3 days to 30 days; delete nonpayment of fee as cause for revocation of parole or probation.
