AN ACT relating to local government liability.
     Create a new section of KRS Chapter 97 to allow the legislative body of a city, county, urban-county, charter county, consolidated local government, or a city and county jointly, and its officers or employees, to make land available to the public for skateboarding, in-line skating, and freestyle bicycling; specify that no local government or its employees or officers shall be liable to any person who voluntarily participates in these activities in an area designated for these activities by a local government; specify that this section does not grant authority or permission for a person to engage in these activities on property owned or controlled by a local government unless the local government has specifically designated the area for skateboarding, in-line skating, or freestyle bicycling; specify that local governments that carry insurance covering any act described in this section shall not constitute a waiver of the protections and sovereign immunity set forth in this Act, regardless of the existence or limits of that coverage.
