AN ACT relating to commercial driver's licenses.
     Create a new section of KRS Chapter 281A relating to commercial driver's licenses to require an applicant for a hazardous materials endorsement to such license to submit a photograph and fingerprints; require Department of Vehicle Regulation to conduct a criminal record check and not issue license to convicted felon; require department to ascertain if a noncitizen is legally in the United States and legally authorized to seek employment; permit law enforcement agency taking fingerprints to charge for service.
