AN ACT relating to interlocal agreements.
Create new sections of KRS Chapter 65 relating to the establishment and function of joint boards created to assist in the administration and operation of interlocal agreements; permit a joint board to be composed of members of the public agencies creating the boards, permit joint board to issue bonds or obligations as prescribed, and prohibit the joint board from pledging the full faith and credit or taxing powers of the public agencies creating them as prescribed; permit public agencies to exercise their powers relating to an interlocal agreement through a joint board in conjunction with organizations representing public agencies and their officials; amend KRS 65.230 to clarify and expand the definition of public agency relating to interlocal agreements; amend KRS 65.240 to permit additional public agencies to enter into interlocal agreements as provided by the agreement; and amend KRS 65.250 to require an interlocal agreement to prescribe the number, composition, terms and qualifications of the members of any joint board that is created.
