AN ACT relating to winter disconnection of electric or gas service.
     Create a new section of KRS Chapter 278 to prohibit residential utility terminations during winter months unless the customer has been offered a deferred payment agreement, has been advised of any community resources available to assist with utility payments, has had an eligibility determination by the Cabinet for Families and Children, and has refused or failed in a payment agreement; require utilities to maintain records of notices and efforts made in this regard; permit a customer to apply an energy assistance payment to an arrearage which is the subject of a payment agreement.
