AN ACT proposing to create Section 172C of the Constitution of Kentucky relating to taxation.
     Propose a new section of the Constitution of Kentucky to require the General Assembly to provide for the prepayment of ad valorem taxes on real property at the current tax rate and the current tax assessment for a period not to exceed five years; submit to voters.
