HB 523 (BR 1766) - J. Vincent, R. Damron
AN ACT relating to vital records.
Amend KRS 213.011 to define "authorized representative;" amend KRS 213.041 to require uniform forms and procedures to use in issuing vital records; require certified copies of vital records to contain security features; amend KRS 213.131 to limit access to vital records to the registrant, his or her spouse, children, parents, or authorized representative; and identify conditions under which vital records can be obtained.
HB 523 - AMENDMENTS
HCS - Remove provision which permits an adopted person over the age of 21 to obtain his or her original birth certificate.
HCA (1/Title, G. Lindsay) - Delete title and insert in lieu thereof "AN ACT relating to the security of vital records."
HFA (1, J. Vincent) - Add new language allowing Commonwealth's attorneys and county attorneys to request certified copies of vital records relating to a case in their respective jurisdictions; add new language providing that media request shall be in the form of an open record request and that the request shall be in the course of their employment.
