AN ACT relating to controlled substances.
Create new section of KRS Chapter 311 to define "dangerous drug" and "intractable pain"; require the State Board of Medical Licensure to promulgate administrative regulations to establish standards to be followed by physicians in the diagnosis and treatment of intractable pain in consultation with physicians with relevant experience; permit a physician to treat intractable pain differently than other conditions after evaluation and with detailed record keeping; prohibit a physician who treats intractable pain with dangerous drugs from disciplinary action if prescribed, administered, or dispensed in accordance with this section and administrative regulation; require the State Board of Medical Licensure to approve at least one medical continuing education course on diagnosing and treating intractable pain.
