HB 588 (BR 153) - A. Arnold, J. Gray

     AN ACT relating to the benefits of emergency service personnel.
     Amend KRS 61.315 to increase the payments to firefighters and other emergency personnel payable upon death in the line of duty from $50,000 to $75,000; amend KRS 61.316 to increase payments made by foundation program fund to volunteer firefighters from $25,000 to $75,000; create a new section of KRS Chapter 95A to provide a monthly payment of $200 each for life insurance and health insurance for firefighters permanently and totally disabled in the line of duty, and provide for administration of program; create a new section of KRS Chapter 95A to have the Commission on Fire Protection Personnel Standards and Employment; create an injury and disability benefit program for paid firefighters and volunteer firefighters injured in the line of duty, establish disability categories, set maximum benefit at $50,000, and provide for administrative regulations to set payments according to severity and type of injury as well as permanency of injury; create a new section of KRS Chapter 154A to create a new instant lottery scratch-off game designated as the Kentucky firefighters' disability trust fund benefit game, provide for administration of game to benefit the health and life insurance payment program and the disability payment program and supplement the payments for a volunteer firefighter's death in Section 2; create a new section of KRS Chapter 95A to create the Kentucky firefighters' disability program trust fund"; amend KRS 154A.130 to integrate the programs into the Kentucky lottery account.

HB 588 - AMENDMENTS


     HCS/FN - Retain original provisions of bill except include civilian firefighters on military bases in death benefit, repeal death benefit payable from fire commission funds; specify penalty for firefighter knowingly providing false information for insurance supplement; delete provisions relating to disability program, and provide that the lottery funds gained from the game ticket created by the Act are to be appropriated for the use of the fund.
