AN ACT relating to the use of hand-held mobile telephones in moving vehicles.
     Create a new section of KRS Chapter 189 to define mobile telephone and related terms; prohibit the use of a mobile telephone while operating a vehicle in motion; exempt an operator of an emergency or public safety vehicle, an operator communicating a life-threatening emergency, and an operator using a hands-free mobile telephone; prohibit seizure or forfeiture of a mobile telephone; permit a fine of up to $100 for each offense.
