AN ACT relating to sales and use tax.
     Create a new section of KRS Chapter 139 to provide that sales and use taxes shall not apply to materials purchased by a contractor in fulfillment of a contract with a resident nonprofit educational, charitable, or religious institution upon application and issuance of a project exemption certificate for that particular project.
