AN ACT relating to emergency traffic control plans.
     Create a new section of KRS Chapter 189, relating to traffic regulations, to define "business", "emergency", and "facility"; allow a business with a facility located in Kentucky to file an emergency traffic control plan with the Transportation Cabinet; establish information to be included in the plan; allow a business that has filed an emergency traffic control plan to transport overdimensional vehicles on any highway in the event of an emergency without obtaining a permit from the cabinet and at any time of the day or night; require the overdimensional vehicles to be accompanied by escort vehicles and flaggers; permit the cabinet to charge a business $25 for filing and recording an emergency traffic control plan.
