AN ACT relating to civil actions against inmates.
     Create a new section of KRS Chapter 346 to provide that in a civil action brought by a crime victim against the perpetrator of a crime for damages arising from the crime, that the crime victims' compensation fund, instead of the crime victim, shall make the initial payment for the fee a guardian ad litem appointed for the inmate, with provision for recovery from the inmate for the payment made by the fund; amend KRS 346.180, 387.305, and 453.060 to conform.
