AN ACT relating to the regulation of small businesses.
Create new sections of KRS Chapter 12 to require departments, cabinets, and administrative bodies that regulate small businesses and have the authority to assess a civil penalty to establish a policy or program to provide for the reduction or waiver of civil penalties; require each affected department, cabinet, and administrative body to issue an annual report to the Administrative Regulation Review Subcommittee and the Legislative Research Commission concerning the number of enforcement actions and the small business entities that qualified or failed to qualify for the program or policy.
HB 841 - AMENDMENTS
HCS - Retain original provisions; add preamble; in Section 1 to permit rather than require conditions or exclusions in policies and programs as they relate to the Act's provisions; require a written report on July 1, 2004.
