AN ACT relating to multi-jurisdictional simulcasting and interstate wagering totalizator hubs.
Create new sections of KRS Chapter 230 to create the multi-jurisdictional simulcasting and interstate wagering totalizator hub authorization act; define appropriate terms; make provisions for establishing authorized hub accounts for residents and nonresidents of the state; create licensure requirements for hub operation applicants to the Kentucky Racing Commission; require detailed operating plan as part of the application for licensure as a hub; establish fee for each day a hub is scheduled to operate and additional fee to be paid to the state; exempt hub from other fees and taxes imposed on licensed race tracks and simulcast facilities; provide that any pari-mutuel wager that is made from an account maintained by the hub operator is considered to have been made in the state; and require that the commission be given access to all records and financial information of the hub operator.
