AN ACT relating to agriculture.
     Amend KRS 248.711, relating to the Agricultural Development Board and Fund, to require the board to promulgate by September 1, 2002, administrative regulations stating criteria to be used in considering applications for state funds and for counties' funds; prohibit distribution of funds after September 1, 2001, if the administrative regulations have not been promulgated and until the regulations are promulgated; allow an applicant to appeal a decision by the Agricultural Development Board not to approve an application through the administrative hearing process set out in KRS 13B; amend KRS 248.723 to require the members of the Tobacco Settlement Agreement Fund Oversight Committee to be appointed by the Speaker of the House and President of the Senate, rather than the Legislative Research Commission, to reflect membership of each chamber.
