SB 232 (BR 1066) - R. Stivers

     AN ACT relating to real estate appraisers.
     Amend KRS 324A.010 to define the Appraisal Foundation, Appraisal Qualifications Board, associate appraiser or appraiser trainee, certified general real property appraiser, certified residential real property appraiser, federally related transaction, licensed real property appraiser, and licensed nonfederal real estate appraiser; amend KRS 324A.030 to require that all licensees and certificate holders engaging in federal or nonfederal real estate appraisal activity comply with generally accepted standards of professional appraisal practice as evidenced the Uniform Standards of Professional Appraisal Practice, and authorize the Real Estate Appraisers Board to make modifications which shall be binding on board-certified and board-licensed appraisers, in excess of those standards as it deems appropriate; amend KRS 324A.035 to authorize the Real Estate Appraisers Board to establish requirements for certification and licensure of appraisers of real property in federally-related transactions which exceed the minimum requirements established by federal law or regulation; direct the board to establish requirements for 5 specific classifications of appraisers; amend KRS 324A.065 to remove Subsection (4), because it contains language identical to subsection (3); amend KRS 324A.090 to allow licensed, as well as certified, real estate appraisers to legally engage in an activity described in KRS 324A.030(1).

Stivers) - Permit the appraisers' board to establish continuing education requirements for certificate holders or licensees engaged in federal or nonfederal transactions that exceed generally accepted standards of professional appraisal practice; permit the board to establish continuing education requirements that exceed the minimum requirements established in federal law.
