SB 238 (BR 2498) - R. Leeper

     AN ACT relating to highway signage.
     Create a new section of KRS Chapter 177 to require the Transportation Cabinet to include shopping malls and shopping areas as businesses eligible for a specific service highway sign.

SB 238 - AMENDMENTS


     HCS - Retain the provisions of SB 238/GA and add a new Section 2 to amend KRS 186A.115; provide that an inspection conducted in one county and the fees paid for that inspection shall be honored by the certified inspector, sheriff, and county clerk in all other counties and that a second inspection and subsequent fees shall not be required.

     HCA (1/Title, H. Collins) - Amend the title to read as follows: "AN ACT relating to transportation."

     HFA (1, J. Lee) - Add a new Section 2 amending KRS 177.037 to require the Transportation Cabinet to install and maintain signs that honor a birthplace, event, or accomplishment, at the request of a city or an unincorporated urban place if the city or unincorporated urban place agrees to pay for the actual cost of the sign and installation costs; require the cabinet to work with the city or unincorporated urban place to determine the appropriate site to erect the signs; renumber existing Section 2 as Section 3.

     HFA (2, J. Lee) - Add a new Section 2 to amend KRS 177.037 to require the Transportation Cabinet to install and maintain signs that honor a birthplace, an event, or accomplishment, at the request of a city or an unincorporated urban place if the city or unincorporated urban place agrees to pay for the actual cost of the sign and installation costs; require the cabinet to work with the city or unincorporated urban place to determine the appropriate site to erect the signs; limit the number of community boundary signs to two and provide that if additional signs are requested, the signs must be consolidated into a single sign; renumber existing Section 2 as Section 3.

     HFA (3/Title, R. Palumbo) - On page 1, amend the title to read as follows: "AN ACT relating to transportation."

     HFA (4, R. Palumbo) - Retain the provisions of the House Committee Substitute to S.B. 238 in their entirety and add two new sections to treat a salvage title the same as a speed title; provide for the fee for a salvage speed title to be $9.

     HFA (5, R. Palumbo) - Amend KRS 186A.510 to define "insurance company"; create a new section of KRS 186A.500 to 186A.555, to permit insurance companies to perform salvage title assignments similar to dealer assignments by using the dealer assignment on the back of a certificate of title only for a salvage vehicle; require the assignment by an insurance company to be branded by a county clerk; require an insurance company to pay the clerk $4 for each assignment of salvage vehicles; require the Transportation Cabinet to provide mandatory training to county clerks and their deputies on the duty to brand insurance company assignments of salvage vehicles; amend KRS 186A.520 to conform; amend KRS 186A.990 to establish a $5,000 fine for any insurance company that knowingly sells a salvage vehicle by assignment that has not had the assignment properly branded by a county clerk; make conforming amendments.

     HFA (6, R. Damron) - Require the Department of Transportation to erect directional signs to the Aviation Museum of Kentucky.
