AN ACT relating to the death penalty.
     Create a new section of KRS Chapter 532 to impose a 2 year moratorium on executions in Kentucky; require the Criminal Justice Council to make recommendations with regard to the imposition of the death penalty to the 2004 General Assembly by providing the recommendations to the Judiciary Committee no later than July 1, 2003.
