HB 104 (BR 113) - P. Bather

     AN ACT relating to Medicaid coverage for the uninsured.
     Create various sections of KRS 205.510 to 205.645 to require the Department for Medicaid Services to apply for a waiver to provide basic health coverage to uninsured parents of Medicaid and Kentucky Children's Health Insurance Program (KCHIP) recipients and uninsured childless adults who have a family income at or less than two hundred percent (200%) of the federal poverty guidelines; establish the Kentucky Health Coverage Initiative Program to provide a single basic health benefit plan that is sponsored through the employer, contingent upon approval of the waiver and the appropriation of funds by the General Assembly; establish benefits and cost-sharing requirements for the plan and provide coverage for unemployed adults; authorize the use of unexpended KCHIP allotments and the Kentucky Health Care Improvement fund to be used to fund the program; establish requirements for KCHIP allotment and Medicaid budget neutrality; require outreach and marketing of the program; and require analysis of the utilization and the effect of the program on the insurance coverage; and amend KRS 205.6487 to authorize the use of funds from the Kentucky Children's Health Insurance Program Trust fund to be used to provide coverage under the Kentucky Health Coverage Initiative Program.
