AN ACT relating to prescriptions for controlled substances.
     Create a new section of KRS Chapter 311 to require the Board of Medical Licensure to establish a pain management committee to recommend policy guidelines for prescribing, administering, or dispensing of controlled substances; specify that the chair of the committee shall be the executive director of the board and specify membership of the committee; require physician members to be experienced in pain management or palliative care; require the committee to meet quarterly; create a new section of KRS Chapter 311 to specify duties of the committee to include a study of the barriers to pain management, policies of prescribing controlled substances, state health and drug enforcement policies; require review of previous reports and studies; require recommendations and a report to the governor and the Interim Joint Committee on Health and Welfare; specify that the pain management committee shall cease to exist on September 30, 2004 unless otherwise authorized by the General Assembly.
