AN ACT relating to coal.
Create new sections of KRS Chapter 154 to establish definitions for "approved project" and "committee"; establish a Coal Development Fund in the State Treasury; provide for funds from the Coal Development Fund to be used to finance approved projects; specify the criteria for an approved project; require the Coal Council to establish a selection committee that will receive, review and make recommendations on project funding; require the list to be submitted to the Kentucky Coal Council for vote; and require the Kentucky Coal Council to promulgate administrative regulations establishing an application process, timetables for receipt of applications, review, determinations and notifications; amend KRS 154.12-255 to include review and determination of approved projects for Coal Development Funds among the duties of the Kentucky Coal Council; make changes to conform paragraph numbering.
HB 286 - AMENDMENTS
HCA (1, J. Gooch) - Permit coal development funds to be expended for Finance-approved projects of basic, enabling or applied research in areas deemed appropriate to the Kentucky Coal Council; make the Director of the Center for Applied Energy Research at the University of Kentucky a member of the selection committee that reviews coal development projects for funding approval.
