AN ACT relating to noise barriers on highways.
     Create a new section of KRS Chapter 176 to define "TEA-21"; require the Transportation Cabinet to consult with local governments when initially constructing or doing major reconstruction to a highway about the community's desire to have the project include noise barriers; require the cabinet to erect noise barriers along a highway when requested by a local government; require the cabinet to transfer certain categories of TEA-21 funds to pay for the cost of noise barriers; require noise barriers included as a TEA-21 high priority project to be completed using advance construction; prohibit a highway project from being delayed for the sole purpose that the project was modified to include noise barriers; amend KRS 176.430 to conform.
