     Create new sections of KRS Chapter 164A to establish procedures for a proposed transfer by a postsecondary institution of real property or a facility worth more than $400,000; provide legislative oversight function; establish procedures for authorization during interims between legislative sessions; amend KRS 45.763, 61-805, 61.870, 164A.575, and 337.010 to conform.
