AN ACT relating to the state budget.
     Create a new section of KRS Chapter 48 to require that state budget expenditures for each biennium shall not exceed expenditures from the previous biennium plus the percentage increase in population growth and inflation; specify sources for measuring population and inflation increases; provide that revenue in excess of the expenditure limits shall be deposited into the budget reserve trust fund; amend KRS 48.050 and 48.110 to require branch budget requests and recommendations to be within the expenditure limits; amend KRS 48.140 and 48.705 to conform.
