HB 519 (BR 1514) - B. Crall

     AN ACT relating to prevailing wage.
     Create a new section of KRS Chapter 337 to require public authorities, when issuing a bid for a construction project fairly estimated to cost $250,000 or more, to require bidders to submit two sets of bids, one with prevailing wage rates and one with rates based on those paid by the bidder or other contractors in the locality no more than six months prior to the date of the bid being submitted; require the public authority to select the most advantageous bid from each group; require that the contract be awarded to the bidder with the lowest prevailing wage bid unless the non-prevailing wage bid is 20% less than the prevailing wage bid; permits the public authority to allow withdrawal of bids when there is an error on the face of the bid documents, or the bidder presents sufficient evidence that bids are based on an error in the formulation of the bid prices; amend KRS 337.510 and 337.530 to conform.
