AN ACT relating to the human service transportation delivery program, making an appropriation therefor, and declaring an emergency.
     Create new sections of KRS Chapter 281 to require the human service transportation delivery program to reimburse subcontractors for outstanding claims if the broker is unable to make payment; provide for retroactive application to claims to a broker who was unable to reimburse claims as of January 1, 2003; establish human service transportation advisory council to make recommendations, and establish membership and reporting requirements; appropriate $900,000 in FY 2002-2003 to make the reimbursements to the subcontractors; EMERGENCY.
