Create County Jail Study Commission; direct commission to conduct study on prisoners in county jails and the costs associated with county jails; require commission to submit a final report of its findings and recommendations to the Legislative Research Commission and the Interim Joint Committee on Appropriations and Revenue by November 1, 2003.
