Direct the Interim Joint Committee on Agriculture and Natural Resources to conduct a study regarding the issue of farmland use and the effect that farmland conversion is having on agricultural producers in Kentucky; the study shall include recommendations on policies and related legislation having the effect of evaluating, monitoring and reducing the conversion of Kentucky's farmland to nonfarm use; the committee is directed to report its findings and recommendations for legislative action to the Legislative Research Commission by December 31, 2003.
