HCR 151 (BR 1618) - P. Bather, R. Meeks, T. Riner

     Strongly urge and advise the Finance and Administration Cabinet to transmit the final report of the disparity study under contract for the last three years with an Atlanta law firm; direct the Interim Joint Committee on State Government to study participation of socially and economically disadvantaged persons in Kentucky state government contracts, including reviewing the disparity study results, examining procurement practices of state agencies, reviewing the Finance and Administration Cabinet's own goals relating to participation of minority businesses and its progress toward those goals, and analyzing best practices in other states; direct the committee to determine the type of program the Commonwealth can legally establish that will increase the participation of socially and economically disadvantaged persons in state contracts; require the committee to make recommendations to the General Assembly for actions that would accomplish greater participation in state contracts by socially and economically disadvantaged persons in Kentucky; require completion of the study not later than October 1, 2003; grant the Legislative Research Commission the authority to alternatively assign the study and to designate a completion date.
