Direct the Governor's Commission on Family Farms and the Kentucky Center for Agricultural Development and Entrepreneurship to study the current competitive and economic status of black farmers in Kentucky; direct the Kentucky Department of Agriculture and the Kentucky Center for Cooperative Development to issue a report and recommendations to the Legislative Research Commission on Agriculture and Natural Resources, and the Kentucky Department of Agriculture and develop and implement programs based on the study's findings.
