Direct the Department of Education, with the assistance of the Department for Technical Education, to develop strategies to meet the needs of students until they graduate from high school; direct local school districts to revise comprehensive school and district improvement plans to provide academic and support services to meet the needs of students until graduation; require the Department of Education to report its progress to the Interim Joint Committee on Education prior to October 1, 2003.
