SB 137/LM (BR 992) - B. Guthrie
AN ACT relating to counties dealing with public indebtedness.
Amend KRS 66.310, relating to issuance and approval of county bonds, to provide a KRS Chapter 13B hearing; provide interested parties and taxpayers an appeal of the state local debt officer's decision to approve bonds to the Circuit Court of the county proposing to issue the bonds; provide counties an appeal of the state local debt officer's decision to disapprove the bond to the Franklin Circuit Court; remove review by the County Debt Commission; amend KRS 11.400 to remove reference to the County Debt Commission; amend KRS 66.990 to conform; repeal KRS 66.300, relating to the creation of the County Debt Commission.

HFA (1, R. Damron) - Amend KRS 65.944 to provide conditions upon which the approval of the state local debt officer will not be needed to enter into governmental leases.
HFA (2, S. Riggs) - Amend KRS 65.944 to provide conditions upon which the approval of the state local debt officer will not be needed to enter into governmental leases.
