SB 36 (BR 852) - J. Denton, A. Kerr

     AN ACT relating to families and children.
     Amend KRS 194B.010 to require the Cabinet for Families and Children to deliver social services that are in general compliance with the best practice standards prescribed by the Council on Accreditation for Children and Family Services or its equivalent.

SB 36 - AMENDMENTS


     SFA (1, D. Kelly) - Require the Cabinet for Families and Children to promote collaboration and accountability among local, public, and private programs to improve the lives of families and children, including collaboration with the Council on Accreditation for Children and Family Services or its equivalent in developing best practice standards for delivery of services, instead of requiring the Cabinet for Families and Children to deliver social services that are in general compliance with the best practice standards prescribed by the Council on Accreditation for Children and Family Services or its equivalent.

     HCS - Retain original provisions, except clarify that collaboration should be in developing strategies consistent with best practice standards for delivery of services.

     HFA (1/P, M. Denham) - Attach HB 193/GA to SB 36/HCS.

     HFA (2, T. Riner) - Amend to include new section amending KRS 413.190 relating to tolling of statutes of limitations to include within its provisions KRS 413.249, which relates to childhood sexual abuse or childhood sexual assault.

     HFA (3, T. Riner) - Add new section amending KRS 413.190 relating to tolling of statutes of limitations to include within its provisions KRS 413.249, which relates to childhood sexual abuse or childhood sexual assault.

     HFA (4, K. Hall) - Retain original provisions and amend to create new sections of KRS Chapter 507 to create the crime of murder of an unborn child, manslaughter of an unborn child in the first degree, manslaughter of an unborn child in the second degree; and reckless homicide of an unborn child with the provisions applying at viability and name new provisions the Caleb-Haley Act.

     HFA (5, K. Hall) - Retain original provisions and amend to create new sections of KRS Chapter 507 to create the crime of murder of an unborn child, manslaughter of an unborn child in the first degree, manslaughter of an unborn child in the second degree; and reckless homicide of an unborn child with the provisions applying at viability and name new provisions the Caleb-Haley Act.

     HFA (6/Title, K. Hall) - Make title amendment.

     HFA (7, S.      HFA (10, T. Couch) - Amend KRS 159.030 to provide that a student may be granted an exemption from compulsory school attendance if the student's individual education plan specifies that placement of the child in home or hospital is the least restrictive environment.
